Hampshire Educational Collaborative
The Organization -- Created in 1974 in western Massachusetts, the Hampshire Educational Collaborative
(HEC) is a nonprofit, multi-service agency linking educators, schools, families, and communities to
opportunities and resources that advance student learning.
The Challenge -- Resource and budget limitations at western Massachusetts' widely separated rural
K-12 school districts and community colleges did not allow individual schools to offer a wide
range of courses, and made it difficult to comply with the student coursework and teacher
training requirements of the federal No Child Left Behind Act.

New York State Department of Corrections
The Organization -- The New York State Department of Correctional Services is responsible for
the confinement and rehabilitation of approximately 65,000 inmates held at 69 state correctional
facilities. Its mission is to provide for public protection.
The Challenge -- Inmates that are being held at New York State correctional facilities are
often required to make court appearances. This requires transporting them with guards to
the courthouse for the meeting with the judge. These activities result in significant
costs, consume time and manpower, and pose safety and security risks.

Buchanan County Sheriff's Department
The Organization -- Founded in 1838 in northwest Missouri, Buchanan County is home to more than
85,000 people. Its County Sheriff's Department is responsible for providing protection and security.
The Challenge -- The arraignment of prisoners being held at the Buchanan County jail in Missouri
required them to be individually transported and escorted by a sheriff's guard to the courthouse
to appear before a judge. This frequent process was costly, consumed time and manpower, and posed
safety and security risks.

University of Vermont Trauma Center
The Organization -- Fletcher Allen Health Care is both a community hospital and, in partnership
with the University of Vermont, the state's academic health center. Its mission is to improve
the health of the people in the northern New York and entire Vermont area that it serves.
The Challenge -- Patients in rural Vermont and New York that suffer a severe trauma accident are
much more likely to die than similar patients in urban areas. The shortage of trauma training,
fewer available medical specialists, longer discovery time, and greater distances to travel for
treatment have all contributed to the increased possibility of death for rural trauma patients.
